Draft Minutes of Chadlington Parish Council Meeting in Chadlington Memorial Hall on Monday 13 March 2017 (Start 7.30pm, Finish 9.10pm).
Present
Councillors Howard Rowley (Chair), Tony Allan (Vice-Chair), Zoe Townsend, Brian Hamblin, Liz Woolcock, Gill Hill (Clerk). Cllr Neil Owen and one member of the public was also in attendance.

27 The minutes of the previous meeting on 09 January 2017 were approved and signed.

Matters Arising
28,1 Eversley Close and hedge around car park. Need to establish whether Cottsway or OCC own
the hedge. Action: Clerk to handle
28.2 SSE situation at The Stocks resolved.
Public Participation
29 There was none.
District Councillor Report
30 The Devolution/Unitary situation still not resolved. Payment for Green Waste Bins commences on 01 April 2017. The overhanging bush at North House, Horseshoe Lane is the responsibility of OCC.
Speeding Data Boxes
31 Mr Kirkwood from OCC to be invited to the next meeting to advise on what he believes is the best way to curb the speeding in Chadlington. Costs of mobile and other traffic signs to be researched. Action: Clerk to handle
Memorial Hall Project
32 The village meeting held at the Memorial Hall to discuss future plans was a huge success. There was a good cross section of residents filling the hall for three hours from 2pm to 5pm. The team had visited several halls in the area and gained information on finances and funding and are very keen to recruit people to assist with the project. A bank account to handle the finances has been set up by the Parish Council.
Communication
33.1 The steps opposite CQF need attention.
33.2 Website: Nicky took the opportunity of discussing the website whilst attending the Memorial
Hall Project meeting and reported only two people were not interested. Thanks were offered to Neil Eaton for organising the event.
Land Issues
34 9.a Planning applications – Applications made: 17/00569/FUL Barley Hill Farm, Chipping Norton Road, Chadlington, Demolition of agricultural building to allow for the conversion and subterranean extension of agricultural buildings to form one dwelling. Plans had not been viewed by all Councillors and a decision was deferred.
Applications approved: 16/04004/FUL The Gables, West End, Conversion of outbuilding to one dwelling and construction of dwelling with associated works. To include provision of parking spaces for shop customers.

Other Issues
- Freedom of Information Act information is on the website
- Clerk will be on vacation from 27 March until 18 April
- A suggestion for a no parking sign on the bend on Mill Lane was rejected as Chadlington has no parking restrictions.
- Liz Woolcock announced that she would be retiring from the Parish Council in May after 40 yearsof service. She will be greatly missed as she was a tremendous asset to the Parish Council.
Information Exchange
23 M Phillips commented on the lack of response from Thames Water when he needed them.
24 T Allan suggested that with the development going on at Curdle Hill a careful eye should be
kept on the footpath that runs through the property. Action Clerk to write to OCC to make sure
that the footpath would not be compromised.
Date of next meeting to be held on Monday 08 May 2017 at 7:30 pm. This will also include the
Annual Parish Meeting.
